NZTA says despite initial low or no national level regulatory risk, it has taken multiple measures to ensure the safety and transparency of its road camera system. NZTA transferred control of all police-managed road cameras in June 2022 and expects to complete this handover by December 2022. During this transition period, NZTA faced significant privacy and data security challenges. According to Simply Privacy's assessment, the ANPR (Automatic Number Plate Recognition) camera system faces 15 high-risk issues, with four of them classified as "serious" risks.
To address these challenges, NZTA has partnered with data service provider Verra Mobility and cloud service providers Amazon and Microsoft. It also plans to establish a New Zealand-based data storage center to reduce data sovereignty risks. NZTA is in talks with police to establish data-sharing agreements.
NZTA emphasized that despite the regulatory and privacy challenges it faces, it has taken steps to ensure the system operates transparently and aims to enhance its governance capabilities in the future. The organization's efforts are intended to strike a balance between technological automation and human oversight for more efficient traffic management and service delivery.
