Former Press Secretary Michael Forbes Faces Scrutiny Over Alleged Misconduct
Former press secretary Michael Forbes has come under intense scrutiny following allegations that he filmed and recorded audio of sex workers and took intimate photos of women in public spaces. The matter, which has sparked significant public and political debate, was brought to light after documents were released under the Official Information Act, revealing the internal handling of the case by police.
The incident reportedly began in July 2024 when a Wellington brothel reported that images of naked women, including one who appeared intoxicated, were found on a client's phone. Forbes, who at the time was working for Social Development Minister Louise Upston, was identified as the individual in possession of the devices. This led to a police investigation and the issuance of search warrants to examine the phones.
During the search, police uncovered numerous videos, photos, and screen captures of women, some of whom were in states of undress, and some images were taken through windows of women dressing. Despite these findings, police concluded that the evidence did not meet the threshold for criminal prosecution. Forbes was advised by police to delete the images and was provided with copies of the search warrants. He subsequently deleted the images in the presence of police.
According to the Department of Internal Affairs (DIA), Forbes had undergone a vetting process when he was assigned to Upston’s office. However, the DIA clarified that this process did not include checking for past misconduct. This has raised questions about the adequacy of the vetting procedures in place for high-profile government roles.
Prime Minister Christopher Luxon emphasized that Forbes had an obligation to disclose the incidents to his employer and that the DIA was reviewing the vetting processes to ensure they are robust and comprehensive. Forbes, who later resigned from his position, stated that his actions had caused harm and that he was seeking professional help. He also apologized for the impact of his behavior on the women involved and acknowledged the need for accountability.
This case has reignited discussions around the need for stronger oversight and accountability mechanisms in government roles, particularly those involving access to sensitive information and public trust. While Forbes' actions did not result in criminal charges, the incident has underscored the importance of transparency and ethical conduct in public service.
