Hebei Accelerates Post-Disaster Reconstruction Efforts as New Heavy Rainfall Threatens

In the wake of recent torrential rains that have caused significant damage across Hebei Province, local governments and communities are working tirelessly to restore infrastructure, ensure public safety, and prepare for potential new weather challenges. As of August 3, 2025, efforts have focused on repairing roads, power lines, communication networks, and damaged homes, while also implementing proactive measures to mitigate the risks of incoming heavy rainfall.

The restoration of transportation networks has been a top priority, with all water-damaged roads in Chengde City now fully restored. Meanwhile, the provincial government is conducting detailed assessments and designing recovery plans for both national highways and rural roads to ensure long-term resilience against future disasters.

In Xinglong County, mobile network operators have been working round the clock to restore communication services, with major telecom companies such as China Mobile, China Telecom, and China Unicom reporting significant progress in repairing damaged infrastructure.

In Fuping County, emergency response mechanisms were activated promptly, with local government departments guiding affected enterprises to resume production. As of now, several key enterprises, including the Yida Electronic Technology Company and the Fuping Edible Fungus Breeding Center, have successfully returned to normal operations.

Yixian County has made remarkable progress in post-disaster recovery, with 290 rural road blockages repaired, 541 communication base stations restored, and power supply restored to 251 villages. Moreover, all 190 industrial enterprises and 204 commercial outlets within the county have resumed operations.

The provincial housing and urban-rural development department has deployed personnel and equipment to assist affected areas, ensuring the swift restoration of urban drainage and water supply systems. Efforts are now focused on assessing the safety of rural housing damaged by the floods.

The provincial agriculture and rural affairs department has allocated 36.64 million yuan in emergency funds to support flood recovery efforts, including drainage, replanting, and the restoration of agricultural facilities. This initiative aims to quickly restore agricultural productivity in affected regions.

Insurance companies have also mobilized resources, establishing emergency command groups and simplifying claims procedures to provide swift compensation for affected residents. As of August 3, over 21,200 insurance claims have been received, with an estimated loss of 449 million yuan and 84.44 million yuan already paid out.

Despite these efforts, new heavy rainfall is expected to hit most areas of Hebei, excluding Zhangjiakou, and the Bohai Sea region in the coming days. In response, local governments are preparing intensively, ensuring the safety of residents and minimizing potential damage.

Geological risk assessments have also been conducted in mountainous areas, with 74 potential landslide sites identified and marked with warnings. Emergency measures have been taken at 27 high-risk sites to prevent secondary disasters.

In cities such as Cangzhou and Xingtai, local governments have implemented strict flood control measures, including dividing the city into flood control zones, deploying emergency response teams, and ensuring the functionality of drainage systems. These efforts aim to prepare for any unexpected weather events and protect the safety of the population.
