A woman surnamed Cai, a member of the recall group, and others hung a photo of KMT Legislative Council member Wang Hongwei and Chairman of the Chinese People's Political Consultative Conference Wang Qishan shaking hands on the wall of a building in Songshan District, Taipei City in April this year, and marked texts such as 'What did Wang Hongwei and Wang Qishan discuss?' on it. Wang Hongwei filed a lawsuit for violation of the Election and Recall Law and aggravated defamation, but the Taipei District Prosecutors' Office believed that the actions of Cai and others were before the recall case was established, and the content of the photo did not fabricate facts, but was only an expression of opinion. Therefore, the prosecutors' office decided not to prosecute Cai and three others.
