Black rain has struck again, and the Hong Kong Observatory issued a black rain warning signal at 5:50 AM today (5th) and it is expected to remain in effect until at least 3 PM this afternoon. Multiple areas in Tseung Kwan O have experienced flooding, with the situation at the Kiang Wu Road Parking Lot being particularly severe. The Drainage Department deployed powerful drainage robots, 'Long Shui', to remove the accumulated water, but within a morning, the heavy rain 'attacked' again.

At No. 99, Pao Lam North Road near the Hong Kong Jockey Club General Outpatient Clinic, the water depth is about 1 meter, and rescue personnel are wading through the water. Some vehicles on Pao Lam North Road have broken down. Firefighters wade through the water to handle the situation. A nearby pedestrian tunnel has also flooded, with the water level reaching most of the railings.

The situation at the Kiang Wu Road Parking Lot is severe, with many vehicles submerged halfway. Mr. Li, a car owner, said that when he intended to drive to work at 6:30 AM this morning, he found that the parking lot was severely flooded, 'This is the first time I parked here, I never thought it would flood,' and he also said that 'the car is probably beyond saving' and had already called a tow truck to remove the car. Mr. Zheng, a truck owner, said that the truck carried construction materials, and if the car was flooded, the estimated loss would be about HK$3,000 to HK$4,000.

The Drainage Department stated that the emergency control center was activated at 10:35 PM yesterday (4th) and more than 110 emergency response teams were dispatched to handle citizens' requests, clear up the flooding, inspect and clean about 240 locations across the city that are prone to flooding due to blockages. As of 4:15 AM, 10 cases of flooding have been confirmed, and all flooding cases have been handled, with the affected roads returning to normal operation.

The Drainage Department urges citizens to always keep the drainage channels clear and not to place any objects to block the drainage outlets. When encountering severe flooding, people should evacuate as soon as possible. If flooding is discovered, people should immediately call the 24-hour Drainage Hotline at 2300 1110.
