Incident Sparks Official Investigation: Female Driver Claims to Show Credentials to Force Way
On July 31, 2025, a video titled “Rural Road Encounter with the 'Credential Lady'” and another titled “Meeting a Mercedes Driver Who Showed Credentials to Force Way” went viral online, sparking widespread public concern. In response, the municipal government of Fangchenggang took the matter seriously and established an investigation team to look into the incident. Here is the official report on the findings.
I. Incident Overview
According to the investigation, on July 22 at around 5:30 PM, Li Moumou was driving a white Hafer SUV when she encountered a black Mercedes SUV driven by Hou Moumou on a narrow rural road in Jiangshan Town, Fangchenggang. A dispute arose between the two drivers over the right of way. When Li refused Hou’s unreasonable request to back up, Hou took out a document labeled “Administrative Enforcement” from her car and showed it to Li, while a passenger mentioned Li’s surname and address. This video was uploaded online by Li on July 31, leading to public outrage.
II. Investigation Findings
The investigation team conducted multiple inquiries, reviewed police records, examined surveillance footage, and interviewed both parties and other involved individuals.
1. About Hou Moumou and the Document
Hou Moumou, a 28-year-old employee of a private car parts company in Qinzhou, is not a public servant. The document shown was a personal People’s Republic of China Administrative Enforcement Certificate belonging to her husband, Li Mou, a firefighter at a fire station in Shangsi County. Li had left the certificate in the car, which Hou used to intimidate Li and force him to yield. The behavior of Hou and the improper handling of the certificate by Li have been reported to the police for further investigation.
Regarding allegations of showing off wealth, Hou’s Mercedes was a second-hand car purchased in January 2025 for 178,000 RMB, with a 100,000 RMB down payment and a 78,000 RMB loan. The car is owned by Hou herself.
2. Concerns About Personal Information Leak
Li Moumou, a 33-year-old individual business owner in Nanning, was driving on the road. Hou’s father, Hou Hai, who lives about 800 meters away from Li’s family, recognized Li and shared his address with Hou. There was no evidence that Hou or her father had access to any police tools for querying personal information, and no records of personal information queries related to Li were found in the police system.
3. Police Response to Li’s Complaint
On July 24, Li reported the incident to the local police station. The police reviewed the case and determined that the dispute was a private matter and did not involve any criminal activity. The police did not take further action, but the communication with Li was deemed unprofessional, and the local police department has criticized the involved officers.
4. Handling of Media Inquiry
On August 1, a journalist from the Langchao newspaper called the publicity department of Fangchenggang City Police Bureau, but the call was abruptly disconnected by an auxiliary police officer due to lack of training and poor management. The incident has been reported to the relevant departments, and disciplinary actions are being taken.
III. Next Steps
This incident originated from an ordinary traffic dispute but escalated due to improper handling, leading to public discontent. The investigation team acknowledged the shortcomings in management and response and pledged to take corrective measures. All involved individuals who violated laws or regulations will be handled in accordance with the law, and the results will be disclosed publicly.
